It's not illegal. There is one racket for which is it very common to skip the first top cross string and that is the Yonex vcore duel g97 and g100. The top cross string in those rackets is so high in the hoop is the racket that it is actually killing the feel in the top half of the racket and make it very stiff and brassy. I recently strung those rackets with which originally is a 16x20 as a 16x19 by skipping the top cross string and compared it to other rackets and the second cross string is exactly at the spot where other racket have their first cross string. The effect of the brassy stiff top of the hoop was solved with skipping the top cross string.
I know this is very off topic, Harry can a manufacturer forge a racket made out of meteorite. I don't know how heavy it is to play with it, lol, I don't know if it will even add benefit.
