Hello! I am unsure if he will respond, but I am an NMA student and would like to advise you! With charcoal, soft pencils will always be darker than medium and hard. Another thing to this could be the toned paper, which often makes values bolder, and show more contrast between each other. A tip for you could be to gradually build up the value with two or three light passes instead of one heavy pass. I hope this helps! :)
