@KnightToRemember Its not that black and white. A Fide arbiter also has to uphold the standards of a tournament and can use his/her own judgment. Using both hands to move the pieces: its considered an illegal move but I’ve yet to see an arbiter punish that in a tournament. Shabalov however does it twice from what I could see and in the second case had the arbiter stood there he should have given the opponent an extra minute on the clock. To state an example and enforce the rules. Especially so as it was a time scramble.
