I think the primary contractor didn't think about how difficult it would be to smooth the concrete. It would have been much cheaper to bolt the bench stands after the concrete was done. Of course, these bench stands take a lot of stress, but it makes it a lot harder for the finishers. Your young men and their helpers did a very professional job.
From my experience in my state they look for 50 years of sustainability with minimal maintenace as a benchmark in state funded projects (a ridiculous standard imo) and a bolt in wouldnt meet those standards. Properly managed in certain climates it would including there but my guess is that is why it was done this way.
If you call the catch basin a ramp, you can have up to 8% slope and up to 2% cross slope. The only inspections I have had on schools in AZ are slump and cylinders on site. Off site, slump and cylinders, compaction, grade and forms, then straight edge and slope confirmations.
ADA is common and all sidewalks on new construction cannot exceed 2.3% but you never meet 2% leaves a lot of room for error so you have to usually go 1.2-1.7 to be safe If any sidewalk on commercial site it is ripped out and redone at expense of contractor most cases because that is the standard here in GA

I agree it is crazy that there aren't any testers or inspectors on the site. Schools are legendary for lazy trade work, though, LOL. City and State work would have been have both testing coming in and out and an inspectors on site full time, like you say. I think school and hospital plans in California have to be approved by the state architect, but maybe that is only the buildings. I'm not in OC but I would think that the school district is sophisticated enough to have standard plans and at least be able to contract out the inspection. If this was design-build they should still have had an independent inspection and testing contract if they can't do it in-house. We should be protecting the public's investment by ensuring that the work is being done right. Nearly all contractors will do a good job no matter what, but mistakes happen and there are a few that will cut corners when the schedule starts to slip or the budget is hitting the red. That is what inspection and testing is meant to prevent. Engineers screw up ADA stuff all the time. It seems simple but the devil is in the details. I do surveying and plan reviews for sidewalks and ramps on streets. FWIW I think if they maintain 2% or less along the pedestrian access route to the designated ADA seating and 'stage area' then they will be fine. 8.33 % ramp for 20' max which is 1/12? The cross slope would still not work in that particular area.
