They have a false sense of security, they feel what's under their government's control is under THEIR control, because they have a democracy. But what good is a democracy if you place blind trust in your government without any critical thinking? I've heard Chris Evans said a few times "if we did have people with special abilities in the real world....". I do take issues with him using abilities, potential threats as a justification for discriminatory regulations. A lot of chemistry teachers have the abilities to make a bomb, they don't. What makes people a threat is not abilities, but their actions. I think his views are also selfish, he's ok with a minority group being treated differently, placed under greater control and scrutiny, even if it means compromising our common values such as equality and civil liberties. I like Steve Rogers' character more than Bucky, but I prefer Sebastian Stan as a person over Chris Evans, his views seem more measured than Evans who's superficially diplomatic when he's answering stuff about the industry, but somewhat arrogant in his political views.

I think Steve should back down from doing global counter terrorism, this overlaps with too many government agencies, it's counter productive to do it on their own. If the governments request their help on some missions, they have the rights to pick, and mull over whether this is something they want to do, or is it some murky political conflicts. As for overseas missions, if it's a government they can deal with (I mean not some dictatorship like Assad in Syria), they should seek permission from the respective government first. If letting the government in the know would jeopardize their objective to save innocent, well, there we have the grey area fun part. I think some people think the Accords provide blanket permission that covers for all global missions, since it's ratified by over 100 countries. This is highly unlikely. No head of state in their right mind would pre approve foreign militia controlled by a panel of selective member states dropping into their country without any notice. If we're being realisitc, accords or not, they would still have to negotiate permission on a case by case basis. I think the Hulk is the only member who needs government oversight whenever he's on a mission, not because he's powerful, but because he really doesn't have the self awareness, the faculty to make decisions when he's the Hulk. Thus he's not responsible for his actions, so someone has to be responsible, and that should be the government.

As much as I hate being told to do this but don't do that and such, I do feel like with that much power being hold by a relatively small group of people, someone or something needs to regulate these people, or at least keep an eye on how they exercise their powers.
