Worked in the development sector of Pakistan from 1964 to 2016. Worked in the government and with international agencies as an employee and as a consultant. Having closely observed how bureaucracy works at all levels, and the client population in remote regions, anything short of a major surgery (revolution?) would be of no use.
Read a novel written by a very capable senior bureaucrat, Shaikh kh Jameel Ahmad: The Wandering Falcon. This is about the remote Bolochistan. Then, visit the upper Chitral areas and see how progress is achieved by the Ismailee community with little or no government support.

It must be reformed because bureaucracy is a very important organ of the estate, bureaucrats play an important role for operating the estate, but in the current scenario bureaucrats have been tout of politicians...
