In the Visual Novel the UBW was only ever used in the UBW Route if I remember right. Emiya killed Herc 6 times without UBW. The Deen Adaptation just animated the fight that way, because it‘s cooler that way
You know what's the most horrific thing about this in setting? Consider that we know that due to how Ritsuka summons their servants they are actually weaker than they otherwise would be (hence the limitations of their NPs and Skills) so the Ascensions could have been a stop-gap measure to make the most out what they had access to, then when you add in the Strengthening Quests, it's almost like Romani and Leonardo hit the books to try to help out where they could, getting some of Ritsuka's in on it to improve everyone. This is the result, their skills slowly awakening to their Servant Levels, likewise NPs that they should have had access to in their Class getting degraded into becoming Skills or upgrading a Skill or their active NP. It's not so much they are getting Stronger, they are getting more and more efficient and their Servant Bodies and Abilities are adapting because of it. That said, this is but another one of my headcanons of Chaldea in mental library of headcanons of the organization's bs.
Valor A+-> God Hand B: Increase attack (20-30%) for 3 turns, increase debuff resistance (30-50%) for 3 turns. Increase defense (10-20%) and np damage resist (10-20%) [Activates after Guts use, stackable] for 3 turns
There's not much point in giving him Def up/NP resist on guts stack when any attack can kill a 500 HP berserk. Unless of course, they're willing to give him 100% Def UP for a turn or something like that. And at that point, they should just give him invincibility on guts stack.
On one hand, Herc was already very powerful and didn't need a buff more than any other Servant. On the other hand, I am so gonna enjoy obliterating everything with my NP5 Lv 100 Herc.
Considering how heavily outclassed he Is in comparison to other Zerks nowadays to the point that he gets relegated to box duty by most ppl (the kind that go around saying he's overrated) yes he needed that buff...

It's just that Anchoring is pretty risky as a role (especially with Castoria and the power of a lot of welfares/LR units) so the buff was SUPER appreciated. Plus, it was so damn simple and worked PERFECTLY for what he wanted.

He doesn't crit as much as Raikou or do balls to the walls damage like Arjuna Alter but you can always put Herc in your backline and he'll put in work for your team. He's less useful outside of challenge quests and boss battles but he was still useful even without this buff. He does fall off in later game but that doesn't mean he was bad, it just means he can't do half the fight for you.
Heracles is the best berserker ever. I say that and I having Arjuna alter berserker in my pool too. Heracles' persistence, vitality and potency are immeasurable: especially after this update which make he even more devastating.
Now imagine a challenge quest with hercules having 9 guts with this skill upgrade of delayed buster buff along with constant spam of evade for 1 turn every activation of his guts.

I more or less maxed my Heracles as much as possible. He is lvl 100, 2000/2000 Fou, +500 atk on 2 buster card, then equip with Stun/Charm immunity, debuff cleanse, enemy defense buff removal command code. The only thing that is missing is that he is only np2. If there is a Heracles rate up, I will surely try to np5 him.
What’s better than an Unkillable Herakles? An even MORE Unkillable Herakles! That gets STRONGER with the more lives and lower HP he has. Truly, Ilya was right!... All we need now is a Berser-Car hehe
