If the N is attached to just 1 carbon it will be primary regardless of the substitution of the carbon itself. Meaning, a secondary carbon holding an NH2 will be a primary amine. However, if you have more than 1 carbon on N directly, then you have a substituted amine. For example, triethyl amine N(CH2CH3)3 is a tertiary amine even though each of the 3 attached carbons are primary
