Probably because this and every other track in the OST which has a name in full capital letters is composed by the same composer as Jet Set Radio's OST, Kurohyou 2 also has some tracks by him.

It's a shame that Hyuga did not returned for Kurohyou 2, he was such a good rival character to Tatsuya imo.
