Windows 98 will work just fine with USB 2.0 PCI or PCIe (these are rare) or PCIe-PCI bridge. I tried all combinations. What you need to do is to manually add PCI bus through the add new hardware manager. I think Omores has a video on it and also some articles.
You need to add the PCI Bus as a device from the "Add Hardware" wizard. Once you have the PCI bus working, Windows will detect all of the remaining devices on the motherboard including the GPU in the PCIE x16 slot. Since you're using a USB stick as the boot device, don't allow it to install drivers for USB (switch to a SATA drive if you want to use USB) by clicking the "Cancel" button. Once you have all of the on-board devices installed, re-run the driver install for your GPU.
About the VDD error, for my MSI GTX 1060 I found different VBIOS versions on the msi forum, some VBIOS version fixed the VDD error and it allowed me to boot in win98 but starting dos games or opening command prompt would freeze the system with the monitor turning off. Last week I think I added audio and internet(using usb ethernet adapter) to win98 on z690, I saw your video and I thought to make a video about it too, and I did, I uploaded it today.
I think you need to make sure those PS2 adapters installed to the PCI during the windows install so if there are any drivers they will be installed, there is no auto drivers installed on 98 just by plugging in the adapter

From simple dual core to a 20/1 milions cores, win98 will always detect and use only one but the good and insane thing is that it works anyway without any work around.

@@RamtechENG Windows 11 24H2 raised the actual minimum requirements, I think windows 11 23H2 only needs SSE2 but Windows 11 24H2 needs SSE4.2 I think K10 doesn't have SSE4.2 but Buldozer does. I will subscribe and wait for the video.
If the motherboard supports CSM still, you may be able to boot the install CD, but actually getting it installed will be challenging cause it may not even pick up a USB keyboard and mouse. Or storage drivers. Forget about the 4070, it will operate in VGA 640x480 mode. Not to mention, you'll be limited to 4GB RAM max as it's a 32 bit OS
Kind of. Drivers will be a major pain depending on what hardware is in the machine. Modern GPU's don't have Win 7 support. If your PC doesn't have CSM support in the motherboard, you'll need to create an installer disk that can properly boot in UEFI mode. Steam no longer supports Win 7, any games using DX12 won't run etc etc. It's asking for a lot of pain
i will tell you why your cards not workin you need to make sure you are buying a cards support win98. i mean pcie to usb 3 will never work. you need usb 2 one only. and you need to check the name of controler of it and if it have drivers for 98 and dos or no. about lan card it will work if you used the dos driver included in website, if your card is realtake. also the pci to usb will work if you use proper pcie to pci adapter not one you have anyway you just need to seach more before buying staff
the cpus supported in the motherboard dont have the instructions for win11 so you'll need to do some janky motherboard swapping if you want to go beyond windows 10 32 bit or windows 8 64 bit

AMD does not have much backwards compat
I forgot, but there is special patch which allows to detect more then 1 core, so it’s possible
