I had a several of these style sets as a kid. They do act like that where half the string is dim due to the amount of current they pull and the wire being so thin the wire resistance drops the voltage. Even the "grain of rice" style bulbs do it. It's less noticable on the white ones where the bulbs aren't covered but you can see it. That super dim blue one just has a dirty socket.
I never thought battery powered incandescent mini lights existed.

Wow that voltage drop is painful to view
