Additional proof can be found in behavior of Byakuren, Kasen and even Miko, her own student. Byakuren thinks that there's something inherently evil surrounding her. Heck, Miko is even wary of her and does not like being associated with her. Hell has also deemed her to be wicked and wants to assassinate her. Then again, Hell's standard of evil isn't necessarily the standard everyone else possesses.
One of the prime reasons why she's considered evil, however, is her disregard of human life. She resurrected Yoshika and maintains control over her, which pretty much is Seiga's manner of flipping the bird at Samsara... Which she's already breaking.
