You can understand this by an example by finding the unit place of power of 16 in ascending order( I'm writing only the unit digits only)
13^2=9
13^3=7
13^4=1
13^5=3
13^6=9
13^7=7
13^8=1
13^9=3
So this pattern of unit digit repeats itself after every four terms. It's true for rest of the number except few (which you should know). That's why we always divide it by 4.
