its not a bug that you cant see the applied effect right away ,as the red bar on the effect indicates that the applied effect is not rendered yet . Fix = Pre render Sequence.
The cause = Hardware is not able to render in the real time , Higher End systems with Enough RAM(64) and VRAM(GPU MEMORY) dnt have this issue.

I'm having a really hard time getting the Dynamic Link from Premiere Pro to After Effects part to work properly. I make cuts in the clip in Premiere, right click and select replace with After Effects Composition, and then after AE launches and I save the AE project, instead of creating a project with the linked comp and the dancing clip, the project launches with the linked comp, the clip, and then a comp of the entire clip, which is placed in the linked comp, instead of only the clip being in the linked comp. AE is basically making a precomp of the entire clip, instead of just the part I want to rotoscope, and putting that precomp of the entire clip into my linked comp so I can't rotoscope only the chunk of the video we cut in Premiere Pro. I have tried a few times, but I can not get AE to do the linked comp the way shown in this tutorial. I even tried cutting other pieces of footage in Premiere and replacing them with an AE comp and the same thing happens everytime - AE generates a comp of my entire media, not just the portion I want, and places that comp in the Linked Comp. How can I make it stop?!?!

Could you achieve something similar with HSL Secondary? Not that I plan to after watching your tutorials... rotoscoping seems much more accurate and versatile. I've just been too much of a coward to branch out to After Effects
... until now 😎
HSL produces the same as using the Hue Saturation Curves, it will still bleed into the background color. Curves are also easier to use in this case ;) I encourage you to branch out to AE. It will change your game!
