My man, peat moss is *the* thing you put in your mix to lower your pH, saying it will settle to just under neutral is dishonest at best. 30% peat could easily drop your pH to 6-5.5. Maybe if you use mushroom compost which can have a higher pH value than typical topsoil you can balance it, but I didn't see you mention it.

Plenty of studies out there that show peat moss very quickly goes to neutral when combined with compost.

Yes you can, but make sure it’s deep to allow enough room for the roots
