Bellemere’s sacrifice was the most heartbreaking scene of the first season of the anime (live action too.) She couldn’t deny them. Remember they were still paying the tribute at the beginning of the episode, which is 8 years later! Arlong was bleeding them dry! “So get more blood!”If she had denied them and were discovered they would have killed Bellemere, Nojiko, and Nami. Bellemere, did the only thing she could. She was their mother.

The weird change for me was Arlong deciding to attack the village after telling rat to get the money. I thought he wanted to build a empire so he would just control them to the end of time with constantly forcing them to pay tribute, not kill or destroy their lives.

Do you know those iceberg tier memes? This content of this first season is so far up the iceberg that it doesn't even reach the water line yet. (OK, minus the Garp grandfather thing; that's originally from way later in the series.) That is how deep and extensive things yet, and amazing as the beginning is, it is little more than the poured foundation on which a world wonder is about to be constructed. There is no getting bored of One Piece. Maybe getting tired of it, but that is understandable since there's only so much emotional abuse we can take, and as this very episode showed, One Piece tends to not pull its punches when you least expect it to.

They didn’t make this super clear in the Live Action but one of the main reason why she didn’t lie was because it would mean her daughters would of had to leave the village. Both daughters would of had to leave in order for her to pay the 100,000 tribute. But by saying she had two daughters and using their 100,000 for them, she allowed them to stay in the village and gave them about one months time to go find more money for next months tribute. @@msftvsn9349 So you want adult villagers that lay all their hope for 8 years on a little girl they know will be abused by the Fishmen without ever helping her - with the excuse that they didn't want to burden her with their hope so she can always leave? This is questionable even in the anime/manga but you can overlook it because manga/anime girls are build a little different. But in a live action with a "real" girl the villagers will simply lose any sympathy.
The best solution I have found for this would have been to let Nojiko know but telling no one before her final dialogue with Nami and using Genzo in the grave scene. After this Genzo announces that he will unite the villagers to fight Arlong (here you can let Nami try threaten him with the knife) leaving a devastated Nami. Than the "help me" scene plays.

Plus in this change it's just weird that no one including Nojiko found about the money being stashed right next to Bellemere's grave? (and I have little doubt that Bellemere's name came from French given the amount of French words in One Piece - e.g. the Lapahn ("lapin" = rabbit in French), or all the French cooking terms Sanji uses)

Once again it was not meant to be a 1 to 1 cause what would be the point... they change things around and introduced characters earlier on but it made it work!!! The actually fit 40 22min episodes of the anime into 8hrs, and it still got most if not all the emotion of the original!!! The people that produced this are true fans and you can tell by all the Easter eggs and faithfulness to the characters and the world. Plus Oda the creator was heavily involved and approved if all changes that where made to his masterpiece.
