Law enforcement is exempt, even if off-duty, depending on the state. In my home state of Indiana, sworn officers are always on-duty even when they're not. They have all the same arrest powers when working at our church that they do on the road. We cannot hire enough (nor are there enough available) to secure multiple large campuses.
If there is a shortage of off duty law enforcement, Churches should have the right to have security guards, like a bank or even a shopping mall. Why focus on Churches?

It's petty politics and government overreach dressed up as a critical "security" issue. Won't be surprised if they add to the law to allow mandatory home/safe/firearm inspections of the security team members and extensive fees to be government authorized to be a part of the team.

I think everyone's freakout on this topic is unfounded. Nobody is going to ban security personnel from securing schools, churches, concerts, and so on. Nobody is going to ban people from legally carrying. You aren't going to suddenly be considered a "militia" for being a security guard. And if it got far enough to be put to a vote, no one would vote for this. I would really like to see people RELAX more, use their heads, not freak out at everything that hits the news, and to focus on the 1000's of other things that we should be waaaaay more concerned about. And that's my two cents (which I realize is not very valuable in this economy, haha).

Sir the key in the legislation I believe indicates in public , church's are considered private property. Most churches are safety team as most states regulate Security and what training they have. SAFETY TEAMS, AS THEY ARE REFERRED TO are not security and regulated. Safety teams are not paramilitary. I don't agree with the law and publicly patrolling churches are considered private property. Any private property owner has a RIGHT TO RESTRICT ACCESS especially when causing unsafe and/ or public disruption.
The private property distinction doesn't exist in the current language of the bill. First Amendment rights extent to private property. A peaceful protestor is just exercising their First Amendment rights. They define paramilitary as 3 or more armed individuals under a command structure and undergoing training. Relatively clear-cut. It would impact all private security companies that are not affiliated with the government or law enforcement.

One big point is being missed here. The federal government doesn't tell the states what to do. Don't believe me, look it up.
