However, I have faced almost ZERO disruptions in regular life activities irrespctive of rain - the public transport runs as regular as usual. There is no flooding on the roads. There are no potholes. All roads have proper footpaths and dont have random holes where water fills up.
India gets rain all at once during monsoon in may be 10-15 days that get most of rain fall. So the problem is different. You can compare to blizzard storms v mild snowfall.

I am from Mumbai, we have an effective storm water department of the municipality. Yes it's do rains heavily here and certain areas are prone to water logging but, overall the situation remains stable.

From Ludhiana. Just 2 hrs of rain today morning and waterlogging in the same areas where it happens every year. No preparation at all. System is sleeping. I don't think local bodies are bothered about these issues here.
