Every time you talk about the proportions, you refer only from the shoulders to the hem. Do the bare legs and head not count? If we are made up of 8 parts, in what area should the golden ratio be applied? Top to toe, or knee to shoulder?

My guess would be to do a three with something, to get a 7. So maybe a midi skirt. Although Alyssa Beltempo doesn't do proportions in this mathematical detail, I find her channel really good for inspiration and tips for how to make all types of clothing to work.
