With the kegs sharing the same blast radius because of their centralized location in the rowboat the max they would have done would have been 4 holes anyways. No matter the amount of kegs in a stack, they all still only have a defined space in which they can affect. You should have kept going down the side of the ship dropping them along and detonated them once you reached the stern.
