The IBA knew better than anybody else, they would've developed DAB better than rushing it to market as it's successors did, and they would have better developed digital TV much better than the eventual mess we saw with OnDigital and rushed flawed launch that befell it's downfall.
Also because we were led by a PM that forgot that we live in a Democracy where factual news & current affairs can be delivered no matter how it might affect the government.

Government had changed the rules in 1989 to facilitate it to be all about money rather than quality
Also because we were led by a PM that forgot that we live in a Democracy where factual news & current affairs can be delivered no matter how it might affect the government.
