Mr Speaker, I know from speaking to parliamentary colleagues that certain aspects of the estate including the Northern estate is not great with people having certain disabilities. I want to ask the honourable gentleman what work is being done to make this place more accessible.

The fact is many foreigners find it easier to understand the Scottish accent than the southern English accent. I’ve heard this mentioned time and again by both non-native speakers and Americans. I think it’s the combination of non-rhoticity (dropping the final “r”) and the broad “a” in words like “path” and “chance” that throws a lot of foreigners off.

Exactly this. The way he asks him to repeat gives it away , normally another person would be like, oh sorry I'm foreign-born , could you repeat it slowly for me , he doesn't look like he is genuinely trying to understand what's being said , although granted the Scottish MP is a fast speaker.

the older gentleman was from New Zealand or Australia, originally, which might explain why he was struggling to understand an accent he was not completely familiar with. Most English people grew up around the various regional accents of the UK and so don't have any difficulty with it. I would give the immigrant MP (the older gentleman) a broader benefit of the doubt, because of his foreign birth, in this situation.

I understood him as well, but I have noticed that certain accents are difficult for others to understand, depending on their backgrounds. Like I said, I understood him, but I could also understand why someone else may not have.

I'm German and I understood this man perfectly well. My dad used to say similar things to me but he was deaf on one ear and the other not in top shape either. Maybe check out your ears. A lot can be done these days. All the best!

I could basically understand what he said,all i was saying is that it's not crystal clear,for example on the second attempt he spoke even quicker,the sentences which ended and began in '...the estate.Given that...' were joined together really quickly.It's not his accent i struggled with,it' was how quickly he spoke.

I couldn't understand much of what he said the first time. After I had to turn up the volume and then replay it a few times to get a general grasp of what he was saying. And I speak 3 languages fluently. The main issue is he's almost rapping with the way he speaks

@@sophieminter0 This is quite old, but I find that highly proficient non-native speakers actually find it easier to understand dialects/accents. Like ESL speakers with Scottish or Indian accents, or a Canadian friend who found it really easy to learn Dutch while my German-trained brain just nopes out.

He’s speaking in standard English in the same way as everyone else in Parliament as opposed to some Scottish variant of English which particularly people in Glasgow and other major cities in Scotland tend to speak in it’s just his accent that they couldn’t understand but I understood him perfectly!

IMO this was a play on context. The question is about being accommodating for disabilities. Well if you can't understand the question due to the accent it is a play on words. Meaning the chap who cannot understand is "disabled" and thus he should be accommodated. Since he is not being accommodated, how can he expect for disabilities?
Listening to David linden reminds me of trying to understand what my paternal grandmother, who was also from Glasgow, would say.

Its kinda of amazing to me that when you slow the video down to the .75 speed setting the Scottish accent almost disappears entirely. This speed trick works with Irish accents on video too. Maybe someone in the UK can develop an app for that?

For people from Glasgow, his accent is honestly not that strong it's actually pretty understandable.. Ive heard way stronger Glaswegian accent that when i first heard it I thought it was a totally different language, i could not understand a single word.. This guy's accent is honestly not that bad!!
