You could probably get away with just a single pot and replace the other variable resistor with a fixed one. It would no longer be 12db.per octave and the range of the cut off frequency would probably be less.

Each side of the dual potentiometer controls a 6 dB/oct filter which connected in series produces the 12 dB/oct filter. I think that's how it works!
