Composition: an art or a "pastime for dabblers"?

"Composition, after all, is an art, not a pastime for dabblers." So says King Palmer in his 1947 book, Teach Yourself to Compose Music. Is he voicing an unavoidable truth, or just spewing arrogance disguised as advice? Let me know where you stand on the question.
