- In the film, Zartan is still carrying out an operation from the Cobra Command which is imitating the President. The terrorist organization Cobra Command was able to construct that Joe was a traitor, and they were almost destroyed in an air strike. Cobra Commander puts world leaders under the control of Cobra Command, and gets access to their nuclear warheads. Lose in number and weaponry, surviving Joe members made plans together with founder G.I. Joe, General Joseph Colton, to overthrow the Cobra Commander and his allies.
