Looks like these guys might running Romex through exterior conduit. Note that Romex is not wet-rated and and per the NEC, should not be run through exterior conduit. The theory is that condensation could cause the paper insulation wrapped around the ground wire in Romex to retain moisture and potentially cause a short. Wet-rated THHN is approved by the NEC and should be used. Note that it IS ok to run Romex through an exterior wall directly to a wet-rated box. Hope that helps someone!
