the world government can take islands off the log pose as shown in the punk hazard arc that seems to be the most logical explanation to why laughtale cant be reached, as in the coordinates are on the poneglyphs. if i remember correctly the reason they all laughed was the final story left on the laughtale since roger said we laughed through the whole story, im guessing joyboys story was very similiar to luffy who keeps finding himself in the most funniest of situations. complete freedom of the seas, cus thats what luffy really wants he only says pirate king cus thats who he considers is the freest person in the world, would that freedom not be the one piece? i mean you cant be free if the government destroys history that would just make you a pawn and luffy cant have that.

hieroglyphics depicting sky People with wings going down to earth to gather resources and probably never came back there were also some other Evil (probably Government) robots doing some sort of mining up there. Shanks knows the way to laugh tale but he is protecting the road by other bad pirates like blackbeard.He is waiting for a righteous person like luffy to go there.
But he never went and maybe roger/Reiyley (how ever you spell) told him but I feel like it's a stretch
My theory is after the chapter 1054 where shanks said that let's claim the one piece shows that shanks was waiting for something most probably luffy's df and he said "claim" Not "find" which shows that shanks knew where one piece was and waited for luffy's df awakening which also clears the doubt that why roger was laughing and said that he wish that he was born in the same era as joyboy as joyboy was the only one who awakened that df before luffy and no one in roger's era awakened it. It means roger never found the one piece but was sure that it existed and told shanks to how to get it.
