Philippines sent ships to RIMPAC last time but this time we don't and only sent Filipino observers instead this is due to based from our military all of our ships are busy patrolling the territories.

In short, US Helicopter Carrier is carrying multi-role fighters which what Japan will be also doing. US Carriers will carry the F-35Cs. A lot of countries helicopter carrier don't carry MRFs and purely just helicopters since they don't have MRF capable of launching from such type of ships. Take for example China, its helicopter carrier is only around 30m short than the US, and its only 10+m shorter than Japan, but it only carries helicopter.
