Skull can have that therpy guy(only know Vanilla and Side games). Mona has his ‘actual’ dad/Dads in the Velvet room. That leaves Ann and Haru for Dads to collect, so still need 2 more. Also Mishima needs his Dad figure(unless he has a Good Dad around). Add in all the Younger SocialLinks/Confidants in the ‘needs Dad’ box as well(No, Joker is a Brother Figure to most of them)

To be fair, a lot of them are in need of a father figure, considering a majority of them don't have dads, aka Ryuji, Haru, Makoto, Yusuke, and Futaba, but she has Sojiro as a stand in so she doesn't count. You could also say Morgana but I don't think he needs one.
Plus Joker and Ann are technically implied to have both a mom and dad, just we never see them on screen. Plus We know that Sumire has her father and implied her mother as well. Joker’s case isn’t the best example since his dad AND mom sent him off to Tokyo after his trial to a random stranger wouldn’t exactly make them a “good role model”. At least we know Ann’s parents are still on good terms with Ann herself, just that they travel often due to their line of work.
