Safety Security Alert if it’s not in the attic, than check the AC return vents. My aunt’s old house had a Napco Gemini System with the bullhorn in the return vent in the kitchen. Try shining a flashlight or some other light source in the vents, you might find it there.
@@SafetySecurityAlert look for speakers, that is indeed a siren driver, a very rare and complex one, if i recall correctly it was manufactured by moose and has up to 8 different tones.

The external circuit board that is connected to the bell out is a siren driver it generates the tones for the speaker that is somewhere in the house
