Good question. Yes they repel each other. But already the molecule is linear and the bond angle is maximum (180 degrees). If the bond angle goes up from 180 degrees from one side so that the chlorine atoms go away from each other, then from the other side the bond angle goes down and the chlorine atoms come closer from that side. I think you got it.

Good question. The answer might lie in the mathematical approach that was adopted in developing valence bond theory. Otherwise, you may take bigger one negative and smaller one positive. It is our choice.
The aim and object of formation of chemical bond is to get lowest energy as much as possible. hence electrons participating in the bond formation should reside in the orbitals that are associated with lower energy. The inner orbitals are closer to the nucleus and are more attracted... too
