Thus Dowdings ruling :enemy pilots shot down over British territory were to be treated as potential POWS and therefore no action to be taken against them whereas Red cross marked air sea rescue boats and airplanes were legitimate targets as were British pilots in parachutes over South of England BoB 1940.
