i don't know if electric mixer whisker can make it . but the longer the paper soaked in water the easier it will shred (just crush it with hand like me HAHAHA) , type of paper also varies tissue is the easiest to shred. BTW i made a video of formula X and Y. 😁

Then the main material is free or almost free ( Carton Box and used paper) Tip : don't buy expensive branded paint/any materials. normal small Boysen acrylic paint can do the job.
