Speedy, the wings ARE gliders, however they work like actual gliders. If you're going fast enough, you can go up for a bit.
Think Batman: Arkham series gliding.

you can glide upwards, but you will lose momentum and start losing altitude eventually. So if you go downwards quickly, you can pull up and glide up quite a lot
