Does the wooden framing stay in place? And at how many feet do you install tiebacks? We have about 130ft of concrete currently in place which was never installed well. This all has to be all removed first.

depends on supplier and how much height needed per depth it has to go down, and still it has to often be cut down to size so the wall height is level once all is installed so it can be covered and backfilled after anchoring the tiebacks to whalers across the length below the top
Fresh or Salt, it will outlast wood which may often require replacing every 20 or 30 years due to rot and wood borer attack, this is likely guaranteed for 50 or 60 years or even longer.
Well lets say if it lasts 50 years and unlike wood does not require 20 or 30 year period of replacing, then that extra up front cost (lets say 30% more) more than pays for itself in its actual life-time.

I found out for 116 ft is around $25,000 professionally installed
