Be advised, Elizabeth, KY did just pass a new tax law which reduces the total amount of retirement income exemptions. But it is still a very favorable state for retirees.
Keep watching though as I'm going to start a new series on states with inheritance/estate tax. KY is one of the few, unfortunately.

If I move to KY but have rental income from another state where I pay taxes on that income, will I also have to pay taxes on that income in Kentucky?

the bad thing is ky has a personal property tax...if you own nice vehicles,boats etc it is very expensive to register and tag these items on an annual basis ..............
