      Two wrongs don't make a right. It's time we start treating all addiction as what it is: a mental health issue. Not a crime worthy of years in a cold prison and a mark against you for the rest of your life. No matter the drug. No matter the race or sex of the offender.

    War on Drugs was indeed an "epic fail"... Reaganomics wasn't the best for ALL citizens and under his watch, the inner-city became a hell-hole for sure. But we have to be honest: when Jay-Z says "incarceration rates skyrocketed in the 90's"... it's a little strange that we don't get the name of the president in the 90's who signed the 3 Strikes law and "Tough on Crime" laws. It's also strange that we don't get the name of the president in 2014 under whose watch there were 1.5 million drug arrests, 80% of which were for possession, Jay-Z tells us. BTW, that same president doesn't even get his face drawn in the picture at the end. Strange. To be clear, I'm a HUGE Jay-Z fan. I love his music because I think he's really trying to be honest. But I can't say the same for this video. And that's disappointing because I do believe his bottom line is true: war on drugs was/is an epic fail. I just wish everyone could admit that the plan has conspirators on all sides.

      Its true that Clinton passed these laws with overwhelming bipatisan support, and yes that matters. However when it comes to Obama he couldn't do shit even if he wanted (he did by pardoning people who went to jail for drug offenses) as the Repuclans swore from 2008 to never support him no matter what.

    This was really interesting and well said and the art is just amazing. Growing up in a white collar neighborhood I am just now learning of our horrid history in Canada and the USA and I’m appalled and astounded by what I’m hearing. Racism is just unacceptable and I can’t believe it is still happening today in the year 2020.

    Excellent video!! Very well-informed and such beautiful art. I like Jay-Z more now. :P Regardless of what any government says... All human beings should have the right to have complete sovereignty over their own bodies and what they put inside them. The motivation to experiment with one's consciousness through various means, including drugs, is a core human characteristic. The world is fooling themselves to think otherwise and to attempt to control such a natural desire. Might as well criminalize fatty foods and sex while they're at it (and I think they would if they could make money off of it).

      I love the effort and intent behind it... but why did he leave out Clinton and Obama? Together that's 16 years of progress between them in the WRONG direction (but the same as Republicans in this War on Drugs).

      I don't think people realize how much congress left his hands tied. Just like with up till recently, McConnell refused to let anything even remotely progressive get passed congress, and Obama was too soft when it came to using executive orders to push things through. As far as the War on Drugs is concerned, I definitely agree that the main players were Nixon and Reagan. They were the ones that set the stage, ignored the data, and forced this 40+ year trend of democrats cow-towing to senate republicans and republican voters when it comes to any hope of getting elected or getting anything even remotely done. Obama had one chance to really change things, his first term in office. Unfortunately, much of that time was spent addressing Bush's fuck ups and taking the fall for bailing out Wall Street, when it was Bush that caused the housing crisis to begin with. I know that really fucked up his reputation, but realistically speaking, there really wasn't much left that could be done, as those same bankers already had their own ties to congress at the time.
      Now that the ball is fully in the democrats' court, let's see how things play out. The are pushing for the MORE Act which fully federally legalizes marijuana, but they also seem hesitant of ending the filibuster, which senate republicans can use to kill it, so let's see where things go from here.

    People in this comment section are saying that this wasn't targeted on blacks and latinos but rather the poor. Most lower class communities have a larger number of blacks and latinos. Also some of you are suggesting that racism wasn't involved towards these young black and Latino men when the war against drugs was created that's absolutely wrong. I appreciate Jay Z for using this platform to release this message on his personal experience, and the experience that many other black and Latino men caught in the system experience daily.

      In 1986
      when I was coming of age,
      Ronald Reagan doubled
      down on the War on Drugs
      that had been started by
      Richard Nixon in 1971.
      Drugs were bad,
      fried your brain.
      And drug dealers were monsters
      the sole reason neighborhoods
      and major cities were failing.
      No one wanted to talk about Reaganomics
      and the ending of social safety nets,
      the defunding of schools,
      and the loss of jobs in
      cities across America.
      Young men like me who hustled
      became the sole villain
      and drug addicts lacked
      moral fortitude.
      In the 1990s,
      incarceration rates in the U.S.
      blew up.
      Today we imprison more people than
      any other country in the world.
      China, Russia, Iran, Cuba--
      all countries we consider
      autocratic and repressive.
      Yeah, more than them.
      Judges' hands were tied
      by "tough on crime" laws
      and they were forced to hand
      out mandatory life sentences
      for simple possession and
      low-level drug sales.
      My home state of New York started
      this with Rockefeller Laws.
      Then the Feds made distinctions between people
      who sold powder cocaine and crack cocaine.
      even though they
      were the same drug.
      Only difference is
      how you take it.
      And even though White people used and
      sold crack more than Black people,
      somehow it was Black
      people who went to prison.
      The media ignored actual data.
      To this day, crack is still
      talked about as a Black problem.
      The NYPD raided our
      Brooklyn neighborhoods
      while Manhattan bankers openly
      used coke with impunity.
      The War on Drugs exploded the U.S.
      prison population
      disproportionately locking
      away Black and Latinos.
      Our prison population
      grew more than 900%.
      When the War on Drugs
      began in 1971,
      our prison population
      was 200,000.
      Today it is over 2 million.
      Long after the crack era ended,
      we continued our war on drugs.
      There were more than 1.5
      million drug arrests in 2014.
      More than 80% were
      for possession only.
      Almost half were for marijuana.
      People are finally talking about treating an
      addiction to harder drugs as a health crisis,
      but there's no compassionate
      language about drug dealers.
      Unless, of course, we're talking
      about places like Colorado,
      whose state economy got a huge boost by
      the above-ground marijuana industry.
      A few states south in Louisiana,
      they're still handing out mandatory
      sentences to people who sell weed.
      Despite a booming and celebrated $50
      billion legal marijuana industry,
      most states still disproportionately hand out
      mandatory sentences to Black and Latinos
      with drug cases.
      If you're entrepreneurial and live in one of the
      many states that are passing legalized laws,
      you may still face barriers to
      participating in the above ground economy.
      Venture capitalists migrate to these states
      to open multi-billion dollar operations,
      but former felons can't
      open a dispensary.
      Lots of times those
      felonies were drug charges,
      caught by poor people who
      sold drugs for a living,
      but are now prohibited from participating
      in one of the fastest growing economies.
      Got it?
      In states like New York,
      where holding marijuana is no
      longer grounds for arrest,
      police issue possession citations
      in Black and Latino neighborhoods
      at a far higher rate than
      other neighborhoods.
      Kids in Crown Heights are constantly
      stopped and ticketed for trees.
      Kids at dorms in Columbia,
      where rates of marijuana use are equal
      to or worse than those in the hood,
      are never targeted or ticketed.
      Rates of drug use are as high as they were
      when Nixon declared this so-called war in 1971
      Forty-five years later,
      it's time to rethink
      our policies and laws.
      The War on Drugs is an epic fail.

    Much respect for the DPA, but give the full history! The vid starts at Reagan, and mentions Nixon, but California was the first state to criminalize Cannabis in 1911, because Mexican's smoked it. You said nothing about the Marijuana Tax Act of 1937, that ruined lives, but people are enacting these same laws now in legalization schemes. Bribing the government to "let" us use an indigenous plant with no adverse effects is not the answer. Nixon's refusal to accept the Schafer Report, Nancy Reagan's "greatest generation" just say no ignorance and a media hungry president blew up the prison population, I agree. But the war on drugs has been 100 years of social dissonance between nature and a despotic government. Before that, people were free to smoke the natural plant, and Bayer sold Heroin tablets over the counter. Our current madness started with 'REEFER MADNESS', and alcohol prohibition. You think it's bad now; a President Trump will have no problem building more prisons, or tents in the desert if that suits him. Legal and medical states, get ready for Bush II type raids again and your assets seized by Trump. He needs your money to build that wall, and would probably satisfy himself privately on the gathering up of undocumented immigrants and dropping them to their death on the other side of the desert border.

    Thank you for sharing this perspective. My home was raided in 2014 because I was cultivating cannabis in my basement. I was caught with over 80 mature marijuana plants and my wife and I were facing 4 Felonies a piece. The authorities had no evidence that I ever sold anything. My wife and I are over 5 years clean, and sober now. As far as this video is concerned... I believe this is an interesting way to (frame) rationalize and justify behaviors that have clearly hurt hundreds of thousands of people in this country. Not a narrative I will be promoting.     I disagree with this a little bit on the part of it saying, the people doing things illegally would get victimized before the rich white man comes in. My reason is before legalization of recreational weed, states practice medicinal purposes first and the laws to that is easy to grab to become a caregiver within those states before weed was becoming recreational. In conclusion if a person we're to make money from selling weed before corp came in they would have been doing it legally when that opportunity was there for 10+ years

      Andrew Smith I know this is two years later...dude punctuation is your friend. I read what you wrote three times and still have a hard time understanding what you wrote.
      Here’s the thing, everyone DOES NOT know the war on drugs is a “failure”. Big drug busts are what get police precincts the money, recognition, and militarized weapons. Not serial killers or murders...drug busts. And it’s not about “what Jay Z going to do about it”. He’s been doing his part for decades. It’s about what are YOU, me, and the MILLIONs of United States citizens doing about it. Jay Z is one man just like MLK, Malcolm, Medgar, etc. Change happens when a tsunami of people demand it, strategize on how to create it, and then stay the course even in the face of death. Until we collectively agree to:
      - agree on how damaging the war on drugs really is on EVERY Community (because it is).
      - fight to change current drug laws on a state and federal level and stop vilifying addicts
      - legalize, study, and treat addiction as a medical problem (because it is)
      - bring opportunity and equity to communities that still rely on selling drugs as a way to not starve.
      There is nothing Jay Z or any singular celebrity can do to fix the problem. It’s OUR problem and currently, it’s not that high on the list for many of us.
