Smug, in SFII, Zangief's u, u.hp (neutral jump up hp) does a broken amount of stun. Something like 45%-70%. It's been in the guides to using him since 91.

I think i can provide some feedback which may be enlightening for you, coming from the David Sirlin "Playing to Win" school of thought.
First of all, I find you immensely entertaining. I played some SF games in the 90s as a kid, but I don't play any of them anymore. Too old, can't do the inputs.
You're a great showman. Deep down, I suspect that winning may not be your primary goal. You play the part of the frustrated gamer well. It's very entertaining to watch Megaman rock you over and over with the same techniques, and then you lean back in your chair in disbelief..."Bro..." Very enjoyable.
Ok, but what if you really do wanna beat this guy? Or someone else, like Justin. Here's the thing. You and Megaman aren't playing the same game. Let that statement marinade for a moment. He's a main loyalist while you're searching for the character that "beats his character." This is a losing approach every time. See, he ONLY plays Zangief. He knows all 15 non mirror matchups. He's played them thousands of times. He knows them intimately. He knows what every matchup is "about." Ie, he knows the most important decision trees and counter play and counter counter play. You don't. And you play a character once, lose, then switch, then repeat. You're trying to find something to hang your hat on. Maybe tiger spam with Sagat, maybe play a reactive zoning game with Honda, or lots of aerials with Chun. You're just trying stuff. Seeing what sticks. And you're looking for a character to "carry you" to victory. You even said it in this video. "Man, there has to be somebody that beats this character." The problem is: every technique you're flirting with he's seen a thousand times. He knows every counterplay under the sun. You don't. So everything you're thinking of trying, he's already 3 steps ahead of you. And just when you think you've found something that works, he knows the counter to your counter. If you want to beat him, you need to stick to 1 matchup and learn it as well as he knows it. After you play 10 matches or so, you'll start to notice patterns emerging. He's noticed the patterns you're going to display before you even display them, because hundreds of other people have used them. So when you switch characters after every loss, you have ZERO CHANCE to learn what each matchup is "about."
Stick with 1 character. Be willing to lose game after game. See, Megaman normally participates in grandmaster challenges, and does very well in them. But his win rate isn't 100%, not close. See the oppressive thing he does against you is he hit confirms into his SPD. Other grandmasters don't let him get away with that over and over. They know the counter play. You don't. I don't know what it is because i don't play this game. But you should find out. But it's not supposed to be game over when he corners you. Right now it is. But it shouldn't be. In reality, let's say he knocks you down, then intends to either confirm into SPD with a kick or belly flop. Maybe a wake up move beats this. I don't know. But there are answers. Usually in these scenerios, between two masters, these mixups turn into rock paper scissors for each player. He knows the result trees of all the possible outcomes. You don't.
If you wanna beat him, learn one matchup as well as he knows it. He has a big head start on you. You can save time by researching. Ie, if you choose Honda, go to the honda discord or subreddit or whatever forum and start asking people about the counter play. You can learn from them and shave dozens of hours off your learning curve time.
But this switch characters after every game approach will never ever ever work against him. Cuz you'd be playing 2 different games.
