I never had the chance to try the Deuge, but the main difference I guess is that the Hapax is a focused Midi sequencer where the Deluge can benefit from samples and internal synth engines. Taken both as pure sequencing machines I don't know which is better, but you can take a look at @RonCavagnaro channel where he covered both machines (and many others)
