Fire on water works IRL because water doesn't have any special property that makes it put out fires, it just cuts the fire off from the oxygen it needs to burn while not being flammable itself. If the fire is on top, the water isn't cutting off oxygen and so doesn't do anything. Incidentally, part of the reason you should NEVER put water on an electrical fire is because the electricity flowing through the water turns some of it into raw oxygen and hydrogen, and the oxygen can continue fueling the fire as a result. The other reason it is bad is because it can electrocute people. As a final note, there is actually a metal that ignites when it touches water and can burn underwater - it reacts with the hydrogen in water, generating both heat and oxygen as a result, and that creates the conditions for it to burn.

I don’t know much about pvz2 modding, but telling from the layout change, I presume that it is at least very hard to make a 6 lane map work.

Fire works on water because it's only on the surface and the zombies don't have the sense to submerge themselves

Fire on water works IRL because water doesn't have any special property that makes it put out fires, it just cuts the fire off from the oxygen it needs to burn while not being flammable itself. If the fire is on top, the water isn't cutting off oxygen and so doesn't do anything.
