How fast can The Katlynn Turn Of The Century go before it destroys itself?

OK, the title might be a bit misleading, it might not completely destroy itself, but the blades could fly off, and the fan could twist itself out which I would consider as it self-destructing…
Do you have any ideas on how to safely fix the problem of the fan going too fast?
