Back in the day the biggest thing was legal spanking although it's debatable whether that was really a good thing because it made physical abuse perfectly legal until schools rightly outlawed it. I have ADHD and standing in one spot holding a sign all day sounds a million times more boring than working. Also, if he thrives on chaos and gets bored easily than working in a kitchen is the perfect job for him.

27 states have Stop and ID laws. They require reason suspicion to ask for ID, but the legal standard for that is very low. Just walking through a high crime area, an area where a crime was recently reported, or vaguely matching a suspects description is enough.
