I should have gotten a quote just for comparison but neighbors and friends in my area have gotten their systems replaced lately for ~$25,000 (labor + materials). I also could have knocked around $1000 off of my costs by just renting the excavator for a week and using the skid steer to back fill.
TX counties have been encouraged to adopt more stringent septic requirements primarily by the people who install septic systems. They want to move everyone into aerobic septic systems that treat effluent in tank and disperse by sprinkler rather than field lines. These systems require power for pumps and aeration and they require regularly inspections 1-3 times per year. Guess who performs and charges for these inspections? Yep, the same folks who install the septic systems. I fear the days of TX homeowners legally installing their own septic systems will end soon as well. I installed my first system 10 yrs ago without a single issue since.
One of our previous county commissioners owned a septic installation company. It does make you wonder. The aerobic treatment units bother me as well since they introduce the opportunity for mechanical failure and user error. Whereas, if you install a conventional system correctly it should be maintenance free for a couple of decades. Regarding your last point, its sad but I don't think there would be much push back if they made it illegal for homeowners to install their own septic systems. The inspector commented that a homeowner installed system was rare. The thing is that its not that complicated a project. Once you've sorted out your tank and drain field size its just a matter of making sure your tank is downhill from house and the drain field is downhill from the tank.
