It was the heroine sheek 90’s and a lot of guys wanted to be just like icons like Trent Reznor, Kurt Cobain, and Robert Smith. So it was in fashion (in California at least) for guys to wear grungy, torn jeans with a corset and a leather jacket or flannel shirt on top, or lipstick, black or blue nail polish, black eyeliner etc. Gourmet beer brewing companies were popping up all over the place, and everyone was in a band lol! Good times and nice memories. The song is not about anyone in particular just a caricature of the overall scene back then.
