The fact that they have to fork out this money themselves to promote and encourage support for LEC and LCS really shows how insanely lacking the infrastructure is for e-sports in the west. Like, OGN/LCK has been broadcasted on TV for many years in Korea, and the LEC and LCS have nothing to the point that this is done by Sjokz and Caedrel. This is beyond a night and day difference. When it's lacking this severely, honestly, there's more chance angel Gabriel coming to visit than an LEC or LCS team winning Worlds.
They dont have the viewers. Not even half a million over all european twitch channels. Thats a lot for twitch. But for tv half a million over europe are weak numbers. Even for an single country like germany half a million isnt good.

If I were Riot, I'd also focus on LCK and LPL because those are the two regions that win the most, hence they'd also have the most number of active fans that are willing to shill money for their favorite teams/players (i.e. T1 and GenG having one of the highest selling emotes). Then all of this results in further lower viewership in the west, and the cycle continues. Only thing that might revive western league is if one org goes all-in, finds the most cracked rookies, and manages to win MSI/Worlds. Look at how much EU fans try to relive 2019 G2's glory. Fans want to see their teams win, and when they don't see it, they are less likely to watch and spend money for their team. Who wants to buy FNC jerseys when they can't even make top 8?

Again, using Korea as an example, they have TV broadcasting the games, they have promotion for e-sports, this then leads to a demand for better quality internet, fan support, merchandise sales, etc like you pointed out, so there's a plethora of businesses built around it, like gaming cafes, competitive internet speeds (they have the highest average internet speed) and it's just an industry in itself. I think western governments are just too short-sighted in this manner, and see it as "just gaming" when there's so much more to it and can generate so much revenue. Until this is developed on a country/continent wide level, the teams will never get decent support and will always remain at the bottom of the barrel in international tournaments. To make things worse, NA is getting merged with some minor regions to become "the Americas" next year and that's only making it more complicated and making it worse. Rito's greed initiated franchising, which already killed the region, this merge is literally the final nail in the coffin. Unfortunately, after this, there's literally no hope left. There's more chance of winning the lottery twice in a row than NA winning Worlds.
Because streamers killed viewership in the West (EU+NA). Riot doesn't seem to understand that streamers only care about money, just learn from the big streamers like Shroud, how he abandoned everyone just for money: teammates, friends and viewers. Even medium streamers like LS promote gambling and bets for money. Personal interest is what destroys everything. They are not trying to improve esport or League, they just want to get richer.
Don't think toxic streamers should be given a central role in an award show. I get that Dom's fans love him and find him entertaining and appreciate his insights, but at his core, he is immature and allows personal feelings to "dominate" his emotions.
