the mod wasn't made for gamecube, someone just tested it on gamecube as all event mods for the steam version are compatible for the gamecube version as they use the same file structure
it usually still didnt exactly match, regardless of the audio dubbing. usually the mouths just moved too slowly or weirdly to properly match (at least from what i can recall, its been a while since i played either adventures)
Yeah they were made for the japanese audio and it's still a little stinky, but there are people making custom cutscenes to match the animations with the English lines

People don’t understand that the lip syncing was bad in the original since it was according to the Japanese version, and the developers didn’t bother to update them.
Sonic actually has his own “I’m Nobody’s Hero”. It’s called “Never Easy For Us” from Sonic Underground, sung by Sonia the Hedgehog, whose singing voice is Dixie Kong’s voice actress Stevie Vallance.
