It depends on experience a builder who specializes in residential can help come up with a better plan he doesn't need to be the one doing the designs but can give in depth design ideas
A really good contractor will have input, but it would be more regarding topics like HVAC systems, building performance, AV systems, perhaps new types of hardware, etc. TBH I've not come across any high-end contractor who would ever say that they provide 'design ideas'. They know that design is not their territory, and most often, they also have little interest in being part of those kinds of conversations with clients. I am extremely wary of any contractor who makes suggestions regarding the flow, aesthetics, feel, etc. of the plans of a home.
