I read a lot of books, so I figured this one out.
Two Lutherans can have a sacramental (valid) marriage, because what is required, is that both are validly baptised (you don't necessarily have to be Catholic), and make their vows in the presence of two witnesses or at least one. The Sacrament of marriage is not administered by a Catholic Priest or a pastor (they are only blessing the marriage), it is administered by the man and woman themselves, they give it to each other and yes, that's special. This sacrament gives special graces, directly from God, and they last for a life time.
The witnesses are required, so that there is proof. Marriage is a basic human right, and for a marriage to be sacramental (it is one of the Seven Sacraments of the Catholic church) it requires two validly baptised christians, a man and a woman, who make their vows in the presence of two witnesses (and a priest/pastor if that is possible). The priest will then give the blessing in the name of the Church.
The man must be at least 16 years of age, and the woman 14, according to Canon Law (not State Law).
If they are not baptised, then it is called a natural marriage, which is not Sacramental. All the pagan marriages are natural marriages.
About the second email, I believe that age was the problem here; when a boy and a girl like each other very much, but they are too young to be courting, let's say that they are around 12 or 13, then they may discuss it with their parents, they are the ones to turn to for good advice, and then arrange to keep in some form of contact until they are at the right age, I don't see a problem with that, if they're all okay with it. But go and approach her, and talk to her, let her know you're interested, and then both of you have something to look forward to. And don't leave your parents (and your confessor) out of this, they are important.
