What is elocution? It's all about speaking clearly. It's quite a dated term, that many people associate with a certain way of speaking, called Received Pronunciation - neutral or slightly posher English.
But we think good elocution is so much more than this. It's not about your accent, it's more about how good a communicator you are.

...ummm, if your accent is too thick or you use regional terminology it becomes easier to be misunderstood by any without some understanding of your mispronunciation
There is no accent section of the phonetic chart, for a reason. Leave it to a British person to say elocution isn't about getting rid of your accent.
