Sir, The timeline of "within 45 Days" is not correct, actually this grace period is given to the particular bank by the user after launching his/her complain with the bank itself prior its submission to Bank Mohtasib.
Step One
Approach your bank in writing to resolve your complaint stating in the letter that you intend to refer the grievance to the Banking Mohtasib if matter is not resolved to your satisfaction. The bank is allowed a maximum of 45 days to resolve your complaint.
Step Two
If you do not receive a reply from the bank within 45 days, or find the reply unsatisfactory, you may file a complaint with the Banking Mohtasib on the prescribed complaint form.
Step Three
The complaint form duly completed, signed and attested by an Oath Commissioner should be attached to your letter of complaint addressed to the Banking Mohtasib and sent to:

Sir if a bank dont issue ATM card to its customer with out any specific reason, then how a person can get it done and to whom complaint can be made?
Despite the fact that i have been made several requests to grant me the ATM card in the regional office for last 1 year. But they did not pay heed

Govt of Pakistan ki currency accept na karna illegal act hi. chahye currency note dain ya phir a currency coin dain, They have to accept. Lodge FIR against them.. Moreover you can complating against them to Banking Mohtasib, State Bank of Pakistan and Head office of these banks

yes bank can stop releasing payment. you can also complaint to banking ombudsman.
